Today, the European Commission is making a major shift on global ocean observation by launching the \u201c<strong>EU4OceanObs<\/strong>\u201d project, an important step aligned with the implementation of the\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/european-green-deal_en\" target=\"_blank\" rel=\"noopener noreferrer\">European Green Deal<\/a>, and the acceleration of the twin green and digital transitions in Europe. Funded through the Partnership Instrument managed by the\u00a0<a href=\"https:\/\/ec.europa.eu\/fpi\/home_en\" target=\"_blank\" rel=\"noopener noreferrer\">European Commission service for Foreign Policy Instruments<\/a>\u00a0(FPI), the \u201c<strong>EU4OceanObs<\/strong>\u201d project will work at developing an international strategy for Ocean Observation with two major international Partners, the\u00a0<a href=\"https:\/\/www.earthobservations.org\/index.php\" target=\"_blank\" rel=\"noopener noreferrer\">Group on Earth Observation<\/a>\u00a0(GEO) and the\u00a0<a href=\"https:\/\/ioc.unesco.org\/our-work\/global-ocean-observing-system-goos\" target=\"_blank\" rel=\"noopener noreferrer\">Global Ocean Observing System<\/a>\u00a0(GOOS) and its G7 Coordination centre.<\/em><\/p>\n<p>Ocean observation and knowledge are more critical than ever. They directly contribute to keeping our oceans healthy and conserving biodiversity, monitoring climate change, fostering a sustainable blue economy, and effectively implementing the\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/european-green-deal_en\" target=\"_blank\" rel=\"noopener noreferrer\">European Green Deal\u00a0<\/a>objectives and the\u00a0<a href=\"https:\/\/sdgs.un.org\/goals\/goal14\" target=\"_blank\" rel=\"noopener noreferrer\">Sustainable Development Goals<\/a>. For a few years now, the European Union has been making significant investments to stimulate the development and use of ocean observations through major programmes and initiatives (see appendix). The EU also contributes to several major international initiatives in that area. A proper strategy combining these initiatives will lead to enhanced opportunities and optimization of existing resources.\u00a0 By making EU investments visible at an international scale and by networking with countries along the Atlantic, Arctic and Africa,\u00a0<strong>EU4OceanObs\u00a0<\/strong>aims to foster the deployment of ocean observatories at sea in a coordinated way.<\/p>\n<p><strong>EU4OceanObs<\/strong>\u00a0will spearhead and promote the EU\u2019s increasing commitment and activities in the domain of ocean observation mainly through two major international initiatives: the G7 coordination centre and the GEO Blue Planet Initiative.<\/p>\n<ul>\n<li>In 2016, the G7 Science and Technology ministers decided to increase their cooperation for the \u201cFuture of the Seas and Oceans\u201d. This led to the implementation of a G7 coordination centre hosted by the Global Ocean Observing System, a unique international programme executed by the\u00a0<a href=\"https:\/\/ioc.unesco.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Intergovernmental Oceanographic Commission<\/a>\u00a0(IOC) of the UNESCO<\/li>\n<li>GEO (Global Earth Observation) is a partnership of more than 100 national governments and 100 Participating Organizations that create innovative Earth Observations-based solutions to global challenges in a coordinated, comprehensive and sustained way. The\u00a0<a href=\"https:\/\/geoblueplanet.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">GEO \u00ab\u00a0Blue Planet\u00a0\u00bb<\/a>\u00a0initiative works to ensure the sustained development and use of ocean and coastal observations for the benefit of society by promoting collection of continuous ocean observations, processing of data into information and linking this information with societal needs. The GEO Blue Planet Secretariat is hosted by the\u00a0<a href=\"https:\/\/www.noaa.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">NOAA<\/a>\u00a0(National Oceanic and Atmospheric Administration of the USA and the University of Maryland).<\/li>\n<\/ul>\n<p><strong>EU4OceanObs<\/strong>\u00a0will showcase, create synergies and pool the numerous EU projects and EU-supported services contributing to a healthy ocean. The project will also foster global initiatives and partnerships for the development of global ocean observations that are drastically lacking. The project will jointly strengthen the EU contribution to the GEO Blue Planet initiative and to the G7 Coordination Centre of the Global Ocean Observing System (GOOS).<\/p>\n<p><strong>EU4OceanObs<\/strong>\u00a0will play a leading and catalytic role towards international ocean governance by supporting ocean research and a sustainable blue economy, and also by enriching the\u00a0<a href=\"https:\/\/www.copernicus.eu\/fr\" target=\"_blank\" rel=\"noopener noreferrer\">Copernicus Programme<\/a>\u00a0with the required\u00a0<em>in situ<\/em>\u00a0data (measures at sea) for an improved\u00a0<a href=\"https:\/\/marine.copernicus.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\">Copernicus Marine Service<\/a>.<\/p>\n<p><strong>EU4OceanObs<\/strong>\u00a0is entrusted to Mercator Ocean International, the leading non-profit organisation in global ocean forecasting, and implementer of the Marine Service of the EU Copernicus programme.<\/p>\n<p><strong>EU4OceanObs<\/strong>\u00a0will last at least 2 years and will be coordinated by Pierre-Yves Le Traon, Scientific Director of Mercator Ocean International. A dedicated team of 5 people will be hosted at Mercator Ocean International working in close cooperation with the European Commission and many international partners like IOC\/UNESCO, G7 Member States and the GEO secretariat, to name a few.<\/p>\n<p>Pierre Bahurel, Director General of Mercator Ocean International, comments:\u00a0<em>\u201cI am very proud of this European initiative and that Mercator Ocean International has been chosen to ensure the best synergies possible in favour of international ocean governance. Mercator Ocean International has been demonstrating its capacity to engage, mobilise and bridge gaps, through the successful implementation and management of the EU Copernicus Marine Service since 2015. We are honoured that the European Commission has decided to continue to rely on us for fostering its global leadership in ocean knowledge and protection.<\/em>\u201d<\/p>\n<p>Announced by Patrick Child, Deputy Director General, Research and Innovation at the European Commission during the latest GEO WEEK 2020 by November 2<sup>nd<\/sup>,\u00a0<strong>EU4OceanObs<\/strong>\u00a0was officially launched on the 24<sup>th<\/sup>\u00a0of November with a virtual kick-off meeting attended by the European Commission with Mercator Ocean International.<\/p>\n<p>***<\/p>\n<p><strong>About EU Commitments for a Sustainable Ocean<\/strong><\/p>\n<p>The European Union is at the forefront of policies and initiatives in favour of a sustainable ocean: the\u00a0<strong>EU Green Deal<\/strong>,\u00a0<strong>Mission Board on Healthy Oceans, Seas, Coastal and Inland Waters<\/strong>\u00a0and its recent report, Mission Starfish 2030,\u00a0<strong>All-Atlantic Ocean Research Alliance<\/strong>, The<strong>\u00a0Integrated Maritime Policy<\/strong>\u00a0and its cross-cutting policies related to\u00a0<strong>Blue growth<\/strong>,\u00a0<strong>Marine data and knowledge<\/strong>,\u00a0<strong>Maritime spatial planning, Sea basin strategies<\/strong>, the<strong>\u00a0Marine Strategy Framework Directive<\/strong>, the\u00a0<strong>Common Fishery Policy<\/strong>\u00a0and more recently the\u00a0<strong>Farm to Fork Strategy,\u00a0<\/strong>\u00a0for a fair, healthy and environmentally-friendly food system (\u2026)<\/p>\n<p>There are also many European initiatives related to the development of Ocean Knowledge for the \u201cGlobal Ocean Observation System\u201d and its regional and coastal components: \u00a0<strong>European Ocean observation infrastructures<\/strong>\u00a0such as<a href=\"http:\/\/eurogoos.eu\/euro-argo\/\" target=\"_blank\" rel=\"noopener noreferrer\">\u00a0<strong>Euro-Argo<\/strong><\/a>,\u00a0<a href=\"http:\/\/emso.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>EMSO<\/strong><\/a>,\u00a0<a href=\"https:\/\/www.icos-cp.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>ICOS<\/strong><\/a>,\u00a0<a href=\"https:\/\/www.eurofleets.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>EuroFleet<\/strong><\/a>,\u00a0<a href=\"https:\/\/embrc.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>EMBRC<\/strong><\/a>, Projects of the\u00a0<strong>Horizon 2020<\/strong>\u00a0Programme (soon\u00a0<a href=\"https:\/\/ec.europa.eu\/info\/horizon-europe_en\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Horizon Europe<\/strong><\/a>),\u00a0<a href=\"https:\/\/www.copernicus.eu\/fr\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Copernicus<\/strong><\/a>, the Earth Observation Programme and its\u00a0<strong><a href=\"https:\/\/marine.copernicus.eu\/\">Marine Service<\/a><\/strong>,\u00a0<strong><a href=\"https:\/\/www.emodnet.eu\/en\" target=\"_blank\" rel=\"noopener noreferrer\">EMODnet<\/a>,\u00a0<\/strong>the European Marine Observation and Data Network, a network of organisations observing the sea, processing the data and making that information freely available as interoperable data layers and data products,\u00a0<a href=\"http:\/\/eurogoos.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>EuroGOOS<\/strong><\/a>, the association of national governmental agencies,\u00a0 research organizations,\u00a0 and private companies in Europe, committed to oceanography within the context of the intergovernmental Global Ocean Observing System,\u00a0<strong>EuroGEO<\/strong>\u00a0Europe\u2019s part of the Group on Earth Observations (GEO).<\/p>\n<p><strong>About Mercator Ocean International<\/strong><\/p>\n<p>Mercator Ocean International is a non-profit company providing ocean science-based services of general interest focused on the conservation and the sustainable use of the oceans, seas and marine resources (<a href=\"https:\/\/sdgs.un.org\/goals\/goal14\">UN SDG14<\/a>). The organisation has developed complex ocean simulation systems (numerical models) based on Ocean Observation data (satellite and in situ) that are able to describe, analyse and forecast the physical and biogeochemical state of the ocean at any given time, at the surface or at depth, on a global scale or for a specific zone, in real-time or delayed mode.<\/p>\n<p>Since November 2014, the organisation has been conceiving, implementing and operating the Copernicus Marine Environment Monitoring Service (marine.copernicus.eu) on behalf of the European Commission, in order to meet the needs of National, European and International stakeholders dealing with environmental policies, maritime safety, and defence, the stewardship of marine resources, biodiversity conservation and climate studies.
